ANNEX 1- English, French, Spanish and Portuguese1 versions of the “Official text of the “World declaration on Higher education for the twenty-first century” and of the “Framework for priority Action for Change and Development in Higher Education” – 1998- The text is found in UNESCO’s web page in several other languages. The first draft of the declaration was prepared in English by Marco Antonio Rodrigues Dias, with the participation of some of his colleagues in the Division of Higher Education of UNESCO. based mainly in the document “Consolidated Declarations and Plans of Action of the Regional Conferences on Higher Education held in Havana, Dakar, Tokyo, Palermo and Beirut – Retained Lessons” (Annex 2). It was submitted twice to all national commissions for UNESCO and to NGOs and IGOs that used to collaborate with UNESCO in the field of higher education. One month before the WCHE was held, the text was object of debates with non governmental organizations dealing with higher education. A revised text was submitted, during the WCHE, to a draft group integrated by representatives of all geographical regions in UNESCO with the presence of representatives of ONGs. Functioning as a working group, it was chaired by Professor Suzy Halimi, general rapporteur of the WCHE, with the assistance of M.A.R. Dias and Jean Marie De Ketelle, professor of the Catholic University of Louvain-la-Neuve. The final text was adopted by consensus during the last session of the WCHE;
ANNEX 2- English, French and Portuguese versions of “Consolidated Declarations and Plans of Action of the Regional Conferences on Higher Education held in Havana, Dakar, Tokyo, Palermo and Beirut – Retained Lessons” – document prepared by M.A.R.Dias, on behalf of the UNESCO`s secretariat and distributed as reference document to the WCHE. In contains a comparative synthesis of the declarations and action plans of the five regional conferences preparatory to the WCHE. This document was the basic instrument for the elaboration of the first draft of the World declaration finally adopted on Octo0ber, 9th, 1998.
ANNEX 3- “Summary of the World Declaration on Higher Education”- Original in English. Versions were made in French, Spanish and Portuguese. During its work, the working group appointed by the plenary of the WCHE to revise the draft declaration and action plan requested the UNESCO secretariat do elaborate, later, a synthesis of these documents. The text was prepared by the director of the Division of Higher Education of UNESCO and approved by its director general.
ANNEX 4- “INTRODUCTION” – Text elaborated by M.A.R. Dias and revised by the Director General`s of UNESCO Cabinet, with the aim of being utilized as introduction to the publication containing the report and principal documents of the WCHE (1998).
