2.“Um mineiro (do Meier…) vai dirigir a educação superior da UNESCO” (1981) – Interview published in “Jornal do Comércio” – Belo Horizonte- Minas Gerais- Brasil- September 1981.

3.“Universidade em crise busca solução na integração com a sociedade” (1981) – This document was not published. It was elaborated in March 1981, at the University of Brasilia –UnB- just before the author was appointed director of the Division of Higher Education of Unesco in Paris.

4.“L’intégration de la communication et de la formation au service des personnels de l’éducation” (1981) – Opening speech during a symposium addressed to trainers of supervisors and teachers organized by the Division of Higher Education and Training of personnel of education – It was the first official speech of Professor Marco Antonio Rodrigues Dias as director of the Division of Higher Education of UNESCO. The first version was prepared by Jean Claude Pauvert, the chief of the section of training of personnel of education. 03.11.1981.

6- a) version française (original)  “Une université libre comme condition pour la paix et la diversité dans le monde” – Speech as representative of UNESCO (San José, Costa Rica, March, 6, 1982) during the first meeting of the University for Peace whose creation was approved by the General Assembly of United Nations. Published as a booklet by the University for Peace in Spanish, French and English. The first draft of this text was elaborated by Jagbans Balbir, chief of the section of higher Education in UNESCO – Discurso, como representante da UNESCO, na sessão de abertura da primeira sessão do Conselho da Universidade para a Paz – San José de Costa Rica, 6 de março de 1982 – texto em espanhol e inglês, publicado em livro-brochura pela Universidade para a Paz – O primeiro rascunho deste texto foi elaborado por Jagbans Balbir, então chefe da seção da Seção do Ensino Superior – O discurso, revisado e completado pelo autor, foi elaborado originalmente em francês. Publicado como brochura em 1982 pela Universidade para a Paz – Costa Rica – nas versões em inglês (Instalation of the Council of the University for Peace – Basic Documents) e em espanhol (Instalación del Consejo de la Universidad para la Paz).
